Guiding Instructions for Candidates under Notification-2024 of Old Teacher Transfer
The education department has determined the proportion of old teachers in non-government aided secondary and higher secondary schools and published instructions for recruitment/replacement of old teachers.
Advertisement dated 01/09/2024 has been issued for the selection of candidates with prescribed qualifications for the vacant posts of old teachers received from the district level in the registered non-government aided secondary and higher secondary schools of the state as per the standing resolutions and provisions of the Government from time to time.
Candidates have to apply online only after studying the below mentioned guiding instructions to apply as old teacher.
Application Process :-
Eligible candidates as stipulated in the resolution may apply online from 12/09/2024 to 26/09/2024 up to 11:59 PM after carefully studying the instructions posted on the website https://gserc.in/ .
After applying, the candidate should obtain the print of the application form along with the self-attested print of the application along with all the necessary documents at the designated admission center of the district in which he is currently serving from 23/09/2024 to 01/10/2024 during office hours (excluding Sunday and Public holidays) for verification purposes, access is to be obtained after depositing. Candidates who do not submit the application form and documents within the time limit will be liable to be cancelled.
Eligibility criteria for applying
- Only a regular (included in full pay) teacher with at least five years of continuous teaching experience in a non-government aided secondary or higher secondary school owned by the Education Department and currently in service may apply subject to the provisions of the resolution.
- Only teachers with 2 (two) years or more remaining for superannuation as on the date of advertisement may apply for recruitment/transfer as old teachers.
- Candidate should have basic knowledge of computer usage at the time of application.
- Only a teacher who has not availed the benefit of recruitment/transfer as an old teacher even once during the entire service as a teacher can apply.
- A candidate can apply as an old teacher for the same medium-section-subject and category in which the above qualified teacher has been appointed.
- Candidate currently working as Principal cannot apply as old teacher.
- If the school of the applying candidate has past or present minority status, the teachers of that school will not be able to apply as ex-teachers.
- Departmental inspection / court case / non-availability of government financial dues by the candidate Certificate Annexure-4 has to be given.
- Teachers with staff profile working/working in schools transferred from Non-Granted to Granted schools will have to show experience from the date prescribed by the Education Department's order.
Teaching Experience Coints
- Teaching Assistants in registered non-government aided secondary and higher secondary schools The period of duty rendered as will be admissible as experience.
- The candidate has to obtain and submit the job validity certificate as per Annexure-1 from the school where the candidate is currently working as an assistant teacher.
- If the candidate applies as an assistant teacher in the school in which he is currently working as an assistant teacher under the advertisement of "Old Teacher Recruitment/Transfer-2024", the institution will not take any action. According to that, the objection affidavit of Annexure-2 has to be submitted.
- The candidate will have to obtain and submit the experience certificate from the school as per Appendix-3 for the period of duty in the registered non-government aided secondary/higher secondary school/schools so far. (depending on the service provider)
- Period of duty rendered in any other schools other than registered non-government aided secondary/higher secondary schools owned by the Education Department will not be considered as experience.
- The total experience from the first day of attending the school after appointment till the date of advertisement will be considered for merit list. Out of the total experience acquired by the candidate should have at least five years of continuous educational experience in a non-government aided secondary or higher secondary school run by the Education Department.
- In case the candidate has served in more than one school due to redundancy or other administrative reasons, the candidate has to indicate the period of duty served in all those schools while applying.
- In such a case, all orders of school transfer issued by the competent authority must be compulsorily submitted to the application acceptance center for verification along with the application form.
- The period of absence of the candidate from the school due to reasons like unpaid leave/break of service/LWP etc. will not be considered as experience and the candidate will have to submit the necessary documents along with the application form.
- Educational experience of teachers serving/serving in schools transferred from Non-Granted to Granted schools will be counted from the date of regularization of candidate's services as per the order of Education Department and those previous services will not be counted as experience in Non-Government Granted Schools.
- Experience of continuous service from the date of appointment will be admissible.
- Previous school experience will not be acceptable in case of serving in more than one school and resigning while changing school.
- Candidate may have applied for Old Teacher on any date but for counting experience till the date of advertisement (01/09/2024) will be considered as basis. Taking this into consideration, the merit list of the candidates will be prepared.
N.O.C. (No Objection Certificate)
- School Mandal/Principal’s N.O.C in which the candidate is currently working before applying as Old Teacher. (No Objection Certificate) Annexure-2 must be submitted along with the application form at the time of applicant verification.
- Candidate should submit N.O.C of School Board/Principal. (No Objection Certificate) Annexure-2 should be obtained during the application period (dates). NOCs received after the deadline will not be valid.
- N.O.C from School Board/Principal due to unjustified reason within time limit. In case of non-receipt, the N.O.C obtained by the candidate from the concerned District Education Officer as per the resolution. will be acceptable.
Certificate in computer knowledge
- As per Computer Qualification Candidates who have passed Computer Examination as a subject at Class-10/Standard-12/Academic and Professional Graduate/Post Graduate level or have passed CCC Examination will be considered as Basic Qualification in Computer. As per this the copy of the relevant mark sheet has to be produced at the time of document verification at the admission centre.
Letter of Undertaking
- At the time of applying as an old teacher, the candidate has to give the bond as per the specimen prescribed in Annexure-5 along with the application form on stamp paper of Rs.300.
- According to this undertaking, the candidate will be allotted a suitable school by the Recruitment Selection Committee according to the priority of the schools given by the candidate and in case the candidate does not appear at the successful school, Rs.5000/- (five thousand) for depriving other candidates of the opportunity of school allotment) for 40 months total Rs. 2,00,000/- (to the nearest two lakhs) will be recovered from the candidate's salary. (Candidate should select only those schools which he/she wants to attend.)
Vacancies to be filled
- The list of estimated vacancies available department-wise, subject-wise, medium-wise and category-wise in non-government aided secondary and higher secondary schools in that district will be displayed on the website.
- Estimated vacancies to be placed on the website are subject to change. The Selection Committee may reduce or increase the number of these posts at any time for administrative reasons.
